The Board of Trustees is the policy-making body of the College and is ultimately responsible for setting the larger agenda for the institution. The Board is comprised of representatives from private, for-profit companies, education, and non-profits. The Cambria County Commissioners appoint 12 members to our Board of Trustees. Three additional members are board-appointed from locations in which the College has an academic center, and the Student Senate President serves as a voting member.
The Board of Trustees meeting takes place at the Richland Campus in the Holtzman Board Room and/or via Zoom.

The Chef Auction, with its 10+ year history of making a difference, originally began as an initiative of the 1889 Foundation. In 2023, the event entered a new chapter as the Pennsylvania Highlands Community College Foundation took over stewardship, ensuring its impactful legacy continues. Listen to the inspiring journey of Hind Achouri, a multicultural student who found her calling at Pennsylvania Highlands Community College. Attracted by the College’s combination of affordability and high-quality education, Hind flourished in its supportive environment. She earned a degree in Business Administration and a certificate in Bookkeeping, all while preparing for a bright future. Even before graduation, Hind secured a full-time role with the Somerset County Chamber of Commerce. Discover how Penn Highlands became a life-changing chapter in her journey.
Meet Hind Achouri, 2024 Graduate
Tell us about yourself?
I’m Hind Achouri, a Business Administration graduate with a certificate in Bookkeeping. With roots in Algeria (North Africa), I’ve developed a global perspective that enriched my educational journey. Fluent in three languages – French, Arabic, and English – my journey blended academic pursuits with diverse cultural experiences.
Why did you choose Penn Highlands?
When I moved back to the U.S. in 2021, affordability was important to me. Penn Highlands stood out because it offered quality education at a price that worked. The small class sizes were a big plus too – they made it easier to get a personalized learning experience and feel connected to the community.
How has Penn Highlands impacted your life?
The impact has been huge. Penn Highlands made higher education accessible by breaking down financial barriers. The supportive atmosphere, academic programs, and hands-on experiences – like my summer internship at the Somerset County Chamber of Commerce – set me up for success in the professional world.
What activities were you involved in?
While my focus was on online classes, I also got involved with the National Society of Leadership and Success. It was a great experience that gave me plenty of opportunities to grow both personally and professionally.
Which courses or instructors have influenced you?
Public Speaking with Rachel Kimmel at the Somerset Center was particularly impactful. Her engaging style and feedback significantly improved my communication skills, boosting my confidence in both academic and professional settings.
What are your future plans?
I plan to pursue a bachelor’s degree in Business Analytics. I’ve already secured a full-time position as a Marketing & Communication Specialist at the Somerset County Chamber of Commerce, which I achieved before graduation.
Any advice for prospective students?
Seize every opportunity for growth. Engage actively, build meaningful connections, and take advantage of the resources available at Penn Highlands. It’s been a transformative experience for me, and I believe it holds immense potential for others.
Meet Angel Raehl, a recent graduate whose journey at Penn Highlands led her to discover her career path and passion. As an inaugural cadet class member of the Penn Highlands Police Academy, Angel graduated in September 2023. She distinguished herself as valedictorian by achieving an impressive 908 out of 940 possible points across 26 tests and eight real-life scenarios. Following her graduation, Angel was promptly hired by the Ferndale Borough Police Department.

Q: What helped make your decision to choose Penn Highlands?
A: I was already conducting my studies at Penn Highlands in a similar field to the Police Academy. At the time, Dennis Miller was my advisor during the Police Academy’s transition to the College. I chose to join the Academy once Penn Highlands took control due to its career advantages and the relationships I had already formed.

Q: What instructor influenced you the most and why?
A: The instructor who influenced me the most was Dennis Miller, serving as both my advisor and professor. His extensive knowledge introduced me to the Academy. He encouraged my growth and guided me in discovering my career path.
Q: What were some of the best things about attending Penn Highlands?
A: Meeting all of the different instructors and professors. Each one had their own unique teaching style and knowledge to share. I also appreciated the small class sizes, allowing for more personalized instruction and individual attention.
Q: What are your plans after Penn Highlands?
A: The Penn Highlands Police Academy paved the way for my future. By the time I graduated, I had already secured a position with the Ferndale Borough Police Department. I owe my future to the Police Academy.

Michaela Detwiler is a single mother of two daughters who excelled while attending Penn Highlands. Penn Highlands was close to home and affordable, allowing Michaela to raise her family while getting the education she deserved and not having to worry about financial burdens.
“Pennsylvania Highlands offered the convenience and affordability I needed to not only focus on my studies, but to also raise my family. I knew that I wanted to stay close to home as I pursued a degree.
At Penn Highlands, you’re more than just a number; you’re family. Penn Highlands prepared me to immediately enter the workforce and move forward with my education. I have always loved learning, but Penn Highlands showed me another side that I never experienced before.

Penn Highlands Community College changed Adrianna’s life in many ways. She met people that will forever be her friends and that will always have her back. Penn Highlands was a stepping stone toward her future ambitions, and the College helped her realize what she wanted to do with her life, which is to educate others.
“One of the best decisions I ever made was attending Pennsylvania Highlands Community College.
After just one class, I knew that I wanted to shape young minds by becoming a teacher. The supportive environment offered by faculty, staff, and administration proved that Penn Highlands is truly invested in my success. Here, I am more than a number.
Because I chose Penn Highlands, I was able to stay close to home and save money while finding my calling. Now, I will transfer to a four-year university as a junior with little to no debt. I’m Adrianna Farrell, and this is my story.”
Meet Shea Berrier, a student who came to Penn Highlands through the local CareerLink and overcame many obstacles to become a graduate. He realized Pennsylvania Highlands was the right fit because of the quality education, along with the number of transfer agreements offered.
Penn Highlands changed Shea’s life because it opened doors and allowed him to accomplish many things. He obtained a National Certified Peer Support Specialist certification and a bachelor’s in Behavioral Science with a minor in Social Work. He is currently at the Blair Drug and Alcohol Partnerships as an Intensive Case Manager who works with the Problem-Solving Courts of Blair County.
Dontae Lilly is a successful graduate of Pennsylvania Highlands Community College. He earned his associate degree in Business Management in 2009, and then moved on to complete his bachelor’s degree at Saint Francis University.
Prior to attending Pennsylvania Highlands, Dontae had a career in the military. After the military, Dontae and his family moved back to Johnstown, Pennsylvania. Upon his family’s return to the area, he started visiting local colleges and universities to see what they had to offer, and ended up choosing Pennsylvania Highlands Community College.
“I looked at many colleges in the region, but the comfort I felt while dealing with the staff at Penn Highlands helped make my decision an easy one. They were willing to help translate my military and real-life experience into college credits. As an adult student, Penn Highlands served as a springboard for my post-military career.”
While attending, Dontae excelled and became President of the Student Government. His leadership shined both in and out of the classroom. Dontae ultimately attributes Pennsylvania Highlands for helping him with his transition from the military into his now successful post-military career.
Bill started his educational journey at the age of 47. Six years later, he graduated Magna Cum Laude. Supported by his wife, children, and grandchildren, he had the support he needed to work full-time while attending college at night. As Bill progressed through college his skills improved. He was promoted to Sales Supervisor and then ultimately Brand Manager at a local beverage distributor. Bill credits Penn Highlands with helping him get to where he is in his career today: as a successful manager.
After graduating from Conemaugh Valley High School, Leah got the education she needed from Penn Highlands to have a successful career. In order to become a radiologic technologist, Leah had to pass a board-certified exam first. She credits Penn Highlands with giving her the confidence and education she needed to pass it.
With some help from Penn Highlands, Leah was able to get a job as a radiologic technologist the same month that she graduated. She is an integral part of our region.
